About MAS
Our Purpose

Our Mission
MAS connects Medicaid enrollees to healthcare through non-emergency transportation.
Our Vision
To remove transportation barriers to healthcare for Medicaid enrollees.
Our Values
With a diverse and compassionate team that reflects and understands the communities we serve, MAS strives to “Find a Way to Say Yes.”
MAS has connected Medicaid enrollees to healthcare services in New York State since 2004, when the company’s Founder and President Russ Maxwell began providing fee-for-service Medicaid transportation services in Onondaga County.
In 2020, MAS celebrated the company’s 100 millionth trip.
Since that time, MAS has steadily grown to become the largest non-emergency medical transportation (NEMT) manager for New York State and among the largest nationwide in terms of trip volume.
Today, MAS’s service area encompasses both New York State Department of Health (NYSDOH) regions, 62 counties, and a Medicaid enrollee population of over 7 million people. Leveraging the company’s groundbreaking transportation management technology, MAS efficiently coordinates approximately 15 million enrollee trips to vital healthcare services every year.
Our team collaborates closely with the NYSDOH, health systems, medical practitioners, transportation providers and enrollees to implement innovative NEMT solutions that optimize access to care, improve enrollee experiences, reduce Medicaid program costs and drive better health outcomes.
